Thanks for posting the mirror.

I've examined the driver pack & the one I mentioned earlier; are you sure that this is the ADB interface? Looks like it is intended for some other interfaces because rockusb.sys is involved in it (maybe firmware loader?) instead of WdfCoInstaller01009.dll, winusbcoinstaller2.dll & WUDFUpdate_01009.dll (standard ADB libraries).

Please check & post feedback. We don't have any hand-on experience with such TV devices.

As you've already know, you can force fastboot to work with a device, even if the vendor ID is unknown by fastboot binary, by -i parameter:

-i <vendor id>                           specify a custom USB vendor id

Example: For YU Yureka, you need to use:

fastboot -i 0x1ebf oem unlock
to unlock the bootloader as the current fastboot binary doesn't aware of the vendor ID (VID_1EBF) for YU Yureka.

Similarly for ADB, you can force it by placing adb_usb.ini in ~/.android (*nix) or %SystemDrive%\Users\<user_Name>\.android (Windows Vista or newer). adb_usb.ini is just a text file containing a vendor ID per line.

I've recently spotted a Broadcom SoC based device (XOLO Q2000L), which can't be detected by ADB, even if the driver is installed. The only solution is to force ADB to scan the particular vendor ID which is 0x0a5c or VID_0A5C.

IMHO, it should be better to incorporate the above mentioned project with this one from the future release.
